DraftBefore Parliament

Where this budget is now, and what happens next

A budget is a law. Before it takes effect, the draft passes two advisers, Parliament and the Governor, in an order set by Sint Maarten's Constitution, its national laws and a Kingdom act on financial supervision.

Parliament received the 2027 draft on 8 September 2026. Of the 17 steps the documents describe, 11 are done. The draft is now at the step marked you are here: Parliament handles the draft. Below are every step and its page, the deadlines the law sets, what “two budgets in one” means, and a glossary of the words you'll meet.

The journey, step by step

Every step, with the page that records it

The budget file sent to Parliament records each step: the advice letters, the replies, the Governor's covering letter and Parliament's receipt stamp. The steps still to come are the ones the draft law and the Kingdom's supervision act describe.

Dates are as printed. Where the documents give no date, the step says so rather than guess one.

  1. After 8 September 2026 (no dates given in the documents)

You are hereStep 12 of 17

    Parliament handles the draft

The government offers the draft to Parliament for approval. The ordinance is adopted by the Governor, having heard the Council of Advice, in joint consultation with Parliament (met gemeen overleg der Staten). The documents give no schedule for Parliament's handling. As with the 2026 budget, Parliament can adopt amendments that change the draft.

  2. Before 15 December 2026

Status: Still to comeStep 13 of 17

Approved budget sent to the Cft

Under Article 14(1) of the Rft, a budget approved by Parliament must be offered to the Cft before 15 December. The Cft wrote that submitting an improved budget to Parliament on 8 September builds in margin to adopt the budget by 15 December at the latest, in line with the legal deadline and the Kingdom Council of Ministers' request.

  3. After Parliament's approval (no date set)

Status: Still to comeStep 14 of 17

    Governor ratifies the ordinance

The Governor ratifies (bekrachtigt) the approved ordinance, which also carries signature lines for the Ministers of Finance and General Affairs. In the draft, the date and these signature lines are still blank.

  4. After ratification (no date set)

Status: Still to comeStep 15 of 17

    Published in the Afkondigingsblad

The ordinance is published in the Afkondigingsblad, the official gazette, together with its explanatory memorandum.

  5. First day of the 7th week after ratification

Status: Still to comeStep 16 of 17

    Budget law enters into force

Once published in the Afkondigingsblad, the budget law takes effect from the first day of the seventh week after the date of ratification. The version labelled as submitted to the Council of Advice also applied retroactively to 1 January 2027; the Council suggested a regular entry-into-force provision if the draft reached Parliament on time, and the version sent to Parliament no longer applies retroactively.

  6. Only if the Ombudsman acts (no date set)

Status: Still to comeStep 17 of 17

Possible referral to the Constitutional Court

If the Ombudsman brings a case before the Constitutional Court under Article 127(3) of the Constitution, the ordinance takes effect from the first day of the third week after the Court's decision. If the Court rules it incompatible with the Constitution, it does not take effect.

The legal clock

The deadlines, and what happened

Most of these dates are set in law; one is the submission date the government reported to the Kingdom Council of Ministers. Each card gives the rule, then what the documents say happened this time.
  • Legal basis: Art. 100(3) Staatsregeling

Draft budget to Parliament before 1 September

    What happened

As cited by the Council of Advice, the Constitution requires the budget to be submitted to Parliament before 1 September of the year before the budget year. The 2027 draft was received on 8 September 2026, the submission date reported to the Kingdom Council of Ministers (see below). The Council of Advice noted that the draft, with a complete file, had been presented to it on time.

  • Legal basis: Art. 16(1) Comptabiliteitslandsverordening

Purpose: approval before the budget year starts

    What happened

The Council of Advice explains that the 1 September date gives Parliament enough time to approve the budget before the year it covers begins. For the 2027 budget that vote is still to come. The 2026 budget was approved during 2026 itself: it was still before Parliament on 9 July 2026 and had been approved by 7 September 2026. The Council of Advice noted that a budget has never yet been adopted on time.

  • Legal basis: improvement plan

Submission on 8 September reported to the Kingdom Council of Ministers

    What happened

The Kingdom Council of Ministers (RMR) asked Sint Maarten, through an improvement plan, to adopt the 2027 budget on time. The Cft noted the Minister's determination to submit an improved budget to Parliament on 8 September, in line with the deadline reported to the RMR. Parliament received the draft on 8 September 2026.

  • Legal basis: Art. 14(1) Rft

Parliament-approved budget to the Cft before 15 December

    What happened

For the 2027 budget the deadline is 15 December 2026. For the 2026 budget, the Cft noted that under the Rft it should have been adopted by 15 December of the previous year, but it was still before Parliament on 9 July 2026.

  • Legal basis: Art. 52(1) Comptabiliteitslandsverordening

Annual accounts to Parliament by 1 September of the following year

    What happened

When the Council of Advice gave its advice (18 August 2026), the annual accounts for 2022, 2023, 2024 and 2025 had not been adopted. Quoting the government's further report on the 2026 budget (10 June 2026), the Council wrote that the 2022 accounts were expected at the end of 2026 and those for 2023 and 2024 early in 2027; the government added that the 2025 accounts are expected in the second quarter of 2027.

  • Legal basis: Art. 23 Rft

Determine the size of the collective sector every two years, before 1 April

    What happened

In its 9 July 2026 advice the Cft wrote that the collective sector for 2026 and 2027 had not been determined, so it could not assess whether the interest-burden norm is exceeded. The Minister's reply does not say when the collective sector for 2026 and 2027 will be determined.

  • Legal basis: Art. 24 Rft

Report on the collective sector every year, around 1 September

    What happened

The Cft had received no collective-sector reports for 2021 through 2024 despite repeated requests. The Minister replied that the draft report for 2020-2023 has been finalised and that the report for 2024-2025 is expected in the first quarter of 2027.

Two budgets in one

The day-to-day budget, and the investment budget

The budget law sets totals for two separate budgets. The ordinary service runs the government from year to year. The capital service pays for things that last, and for repaying loans. They are counted apart: a loan taken out for a building is capital-service money, not day-to-day income.

The draft law and its numbers book give these totals to the guilder. Switch to see them exactly as printed.

Where the numbers come from

Every budget figure on this site for the draft 2027 budget comes from two documents. The Dutch submission to Parliament is the legal text: the draft law with its two annexes, the Getallenboek, a book of figures with every budget line, and the Toelichting, which explains the budget in words. The English edition is a translation of the explanation. The per-resident page also uses population counts from the Department of Statistics, which are not budget figures.

70 terms, A to Z

A

Afkondigingsblad

The official gazette in which laws are published. The budget law is published there together with its explanatory memorandum.

AmendmentDutch: Amendement

A change to a draft law adopted by Parliament. Amendment IS/1394/25-26, as amended by IS/1400/25-26 (both dated 26 August 2026), raised the 2026 budget for gross wages and salaries in cost centre 5320 (the prison and remand centre) by Cg 2,000,000; the government describes this as a budget-neutral shift within that cost centre. The government says the amendments were also worked into the 2027 draft.

Annual accountsDutch: Jaarrekening

The year-end record of what the government actually received and spent. By law each year's accounts should reach Parliament by 1 September of the following year; when the Council of Advice gave its advice, the accounts for 2022 to 2025 had not been adopted.

AOVDutch: Algemene Ouderdomsverzekering

The old-age pension (the documents use only the abbreviation). The Cft notes that some health-fund deficits are being covered from other social funds, including the AOV pension fund, and doubts whether this is lawful.

AZ / GADutch: Ministerie van Algemene Zaken

The Ministry of General Affairs, headed by the Minister-President (Prime Minister). The English abbreviation list uses GA; the Dutch list uses AZ, which also appears in some English pages.

B

Balance normDutch: Evenwichtsnorm

The Rft rule on a balanced budget (Article 15(1)(a)). The Cft found the 2027 draft does not yet meet it because major risks, such as the health-fund deficits and problems at some government-owned companies, are not included.

BZKDutch: Ministerie van Binnenlandse Zaken en Koninkrijksrelaties

The Dutch Ministry of the Interior and Kingdom Relations; the documents use only the abbreviation. The memorandum names it as one channel for contributions from the Netherlands, and the Cft cites a BZK letter on the 2026 budget.

BZV

The government's yearly contribution for health insurance, paid to SZV; Cg 38.5 million is reserved for it. The documents do not spell out the abbreviation.

C

Capital serviceDutch: Kapitaaldienst

The investment part of the budget: buildings, equipment, vehicles, ICT and other long-lived assets, plus loan repayments and student loans, Cg 249 million in total for 2027. It is financed with a new loan, loans from earlier years, contributions (BZK/TWO/NRPB) and the government's own resources.

CBCSDutch: Centrale Bank van Curaçao en Sint Maarten

The central bank of Curaçao and Sint Maarten. Its projections feed the economic outlook, and the budget includes a yearly dividend from it.

CftDutch: College financieel toezicht Curaçao en Sint Maarten

The Board of Financial Supervision Curaçao and Sint Maarten, which advises on the draft budget under Article 11 of the Rft. It gave its advice on the 2027 draft on 9 July 2026 (ref. Cft 202600061).

Cg (XCG)Dutch: Caribische Gulden

The Caribbean guilder, the currency used throughout the budget. The Cft writes it with its international code, XCG.

Collective sectorDutch: Collectieve sector

The wider public sector used to test the Rft interest-burden norm. The Getallenboek's overview for 2025 lists 14 bodies: the government itself, SZV, two government companies (Marven N.V., inactive, and Sint Maarten Laboratory Services N.V.) and ten other entities, including the hospital SMMC. Under the Rft its size must be set every two years, before 1 April, and reported on every year around 1 September.

Comptabiliteitslandsverordening (Accounts National Ordinance)Dutch: Comptabiliteitslandsverordening

The national law on which the budget is prepared and accounted for. The Council of Advice cites Article 16(1) for the aim of giving Parliament enough time to approve the budget before the budget year starts, and Article 52(1) for the rule that each year's annual accounts must reach Parliament by 1 September of the following year.

ConstitutionDutch: Staatsregeling

Sint Maarten's Constitution. The budget is proposed on the basis of Article 100(1). Article 100(3), as cited by the Council of Advice, requires the budget to be submitted to Parliament before 1 September of the year before the budget year. Article 127(3) lets the Ombudsman bring a law before the Constitutional Court.

Constitutional CourtDutch: Constitutioneel Hof

The court that rules on whether a law is compatible with the Constitution when the Ombudsman brings a case. If it finds the budget law incompatible, the law does not take effect.

Country PackageDutch: Landspakket

The reforms and investments in the mutual arrangement that Sint Maarten and the Netherlands signed on 22 December 2020, in areas such as financial management, taxes, the economy, healthcare, education and the rule of law. The budget law authorises the Minister-President to receive financing and contributions to carry it out.

The Ministry of Finance also uses ERP for the new financial-management system it is introducing.

Explanatory memorandum to the ordinanceDutch: Memorie van toelichting

F

FINDutch: Ministerie van Financiën

The Ministry of Finance.

Free liquidityDutch: Vrije liquiditeit

The government's freely available cash, as tracked in the liquidity forecast. That forecast leaves out the capital service and, according to the memorandum, TWO and Trust Fund projects because they do not affect the country's cash position. It expects free liquidity to fall from Cg 5 million at the start of 2027 to Cg 2 million at the end; the text on the quarterly forecast page instead mentions a negative balance of Cg 8 million at year-end. In its advice on the earlier draft, the Cft pointed to similar inconsistencies between liquidity figures.

G

GDPDutch: Bruto Binnenlands Product (BBP)

Gross Domestic Product: the total value of goods and services an economy produces in a year. Most revenue estimates are based on their ratio to GDP, projected forward with expected GDP.

Getallenboek (Figures Book)Dutch: Getallenboek

Annex 1 of the budget law: the book of figures with every budget line per cost centre and ledger account, plus the statements (Staten) and overviews. The attached version is titled the second draft (Tweede Concept), while the explanatory note to Article 1 of the ordinance refers to the 'first draft' (eerste concept).

Interest-burden normDutch: Rentelastnorm

Multi-year budgetDutch: Meerjarenbegroting

A budget that plans several years ahead. The memorandum contains forecasts for 2027 to 2030, but the government says a full multi-year budget is not feasible in the short term and aims to make a multi-year perspective a standard part of the budget documents from the 2029 budget cycle.

N

Nader rapport (further report)Dutch: Nader rapport

The government's written response to the Council of Advice's advice, addressed to the Governor. For the 2027 budget it is dated 7 September 2026 (no. 5952/2026 B) and asks the Governor to submit the draft to Parliament.

National Ordinance Budget 2027Dutch: Landsverordening begroting 2027
