Where the head count comes from

These are statistics figures, not budget figures.

Per-resident figures divide by 41,901: the residents the Department of Statistics (STAT) counted in the most recent census. Per-household figures use STAT's census average of 2.1 people per household, about 19,953 households.

STAT's latest estimate is 42,449 residents, and the budget's own population table prints 42,349 for the same census. Dividing by either would lower every per-resident figure by roughly 1%.
