What's different from last year

This page sets the 2027 draft budget beside the approved 2026 budget, the 2026 column printed in the 2027 budget documents themselves. Where the numbers book (the Dutch line-by-line annex) gives exact amounts, we compare to the guilder.

Spending

Both rises, same scale

Spending rises Cg 3.1M more than revenue, so the planned surplus shrinks from Cg 11.2M to Cg 8.1M.

Spending, by ministry

Who gets more, who gets less

Each bar is one ministry's 2027 spending; the faint bar behind it is 2026. Below each ministry, the biggest changes itemised in its own chapter, with the reason given where there is one and our notes on the figures.
  1. General Affairs

    Cg 90M to Cg 101.1M
    • Facility Management: electricity and water costs (3450-425)

      Cg 2.7M to Cg 7.0MUp Cg 4.3M vs 2026

      Reason and notes

In previous years the budget did not match what was actually spent, which caused structural overruns. The line is raised substantially to match actual spending. The ministry also foresees a further rise in energy costs because growing geopolitical tensions may affect energy prices.

    • Public Service Center (3340): department total

      Cg 2.6M to Cg 761kDown Cg 1.8M vs 2026

      Reason and notes

Not explained in the memorandum; its differences table does not list this cut (printed -71%). The numbers book shows that a Cg 2,000,000 projects-and-activities line (3340-435) budgeted for 2026 has no money for 2027 (NL 17).

  2. Finance

    Cg 90.6M to Cg 97.9M
    • Projects and activities – Staff Bureau (SPEAR and Ennia)

      Cg 10.9M to Cg 16.5MUp Cg 5.5M vs 2026

      Reason and notes

SPEAR, financed by the Trust Fund, will mostly spend in 2027 because it only started in 2026 and most terms of reference were still being prepared (SPEAR: Cg 13,466 thousand, up from Cg 10,920 thousand). The line also includes the new Ennia contribution of Cg 3 million, which did not apply in 2026.

    • Interest costs (country's loans)

      Cg 26.2M to Cg 29.9MUp Cg 3.7M vs 2026

      Reason and notes

Partly because a Cg 73.5 million loan that was due for repayment in 2025 was refinanced at 3.62%, adding about Cg 3 million in interest. Amounts are from the numbers book; the memorandum's loan overview shows the same totals (Cg 26,201 and 29,873 thousand, EN 21), while its cost table shows Cg 30,116 thousand for 2027 (EN 50).

  3. Education, Culture, Youth & Sport

    Cg 126.1M to Cg 133.1M
    • Projects and activities (all departments)

      Cg 7.8M to Cg 11.8MUp Cg 4.0M vs 2026

      Reason and notes

Up 51%, which the ministry says is "mainly caused by reform projects financed by TWO" (the Temporary Work Organisation, which falls under the Dutch Ministry of the Interior and Kingdom Relations, under Country Package measure G.1). The TWO table lists Cg 4,834 thousand of TWO money for ECYS in 2027. Separately, the ministry says budget constraints leave "fewer resources available for various projects and activities" in 2027. The numbers book gives Cg 7,788,277 → Cg 11,753,763 (+50.92%).

    • Examinations Service (cost centre 6310): examination costs

      Cg 450k to Cg 650kUp Cg 200k vs 2026

      Reason and notes

Rising national and international examination costs and implementation expenses; the extra money is so that examinations "can continue without interruption". The printed change is +44.4%. The numbers book (ledger 439, other goods and services) and the programme table give Cg 455,000 → Cg 655,000 for the same line; the increase is Cg 200,000 either way. The Examinations Service total rises from 1,714 to 1,940 thousand (+13%).

  4. Public Health, Social Development & Labour

    Cg 108.7M to Cg 103.7M
    • Staff Bureau (cost centre 7110): advisory costs and SLAs, mostly Country Package (TWO) reform projects

      Cg 10.8M to Cg 5.9MDown Cg 4.9M vs 2026

      Reason and notes

Decrease due to the termination of the TWO-related projects in 2027. Source note: elsewhere the memorandum says the arrangement for carrying out the TWO projects is expected to expire at the end of the first quarter of 2027, and Cg 5.395 million of TWO programmes are still budgeted for 2027.

    • Public Health department (cost centre 7210): advisory costs

      Cg 275k to Cg 900kUp Cg 625k vs 2026

      Reason and notes

Increase because TWO-related projects continue but are no longer financed by TWO. The same Cg 900,000 appears in the programme table as legal and expert advice for the mental health care transformation. Source note: the numbers book shows this account at Cg 29,000 in 2026, not 275.

All 5 itemised changes, and the plans →
  5. Public Housing, Spatial Planning, Environment & Infrastructure

    Cg 36.8M to Cg 39.8M
    • Staff Bureau: Relocation Fund for the EDMP project (Herhuisvestingsfonds)

      Cg 0 to Cg 2.7MUp Cg 2.7M vs 2026

      Reason and notes

New relocation fund linked to the EDMP project (the acronym is not spelled out in the budget). The environment section describes an amount of the same size, USD 1.5 million (≈ Cg 2.7 million), reserved to move those operating at the landfill elsewhere so the landfill can be reshaped and closed in phases.

    • Staff Bureau: projects and activities (TWO-related projects and Country Package)

      Cg 1.9M to Cg 0Down Cg 1.9M vs 2026

      Reason and notes

The ministry says no TWO-related projects or Country Package will be carried out in 2027 (TWO = Temporary Work Organisation). Elsewhere the budget says the arrangement for carrying out TWO projects is expected to end at the end of the first quarter of 2027. Note that the Country Package cost table still lists Cg 1.4 million for VROMI in 2027.

All 7 itemised changes, and the plans →
  6. Tourism, Economic Affairs, Traffic & Telecommunication

    Cg 41.2M to Cg 43.9M
    • Festivals (Tourist Bureau marketing, 8340-433)

      Cg 500k to Cg 50kDown Cg 450k vs 2026

      Reason and notes

Carnival funds are moved to subsidies, and parties that fall below performance standards are removed. The subsidy statement in the Dutch numbers book shows the Carnival subsidy at Cg 600,000 in both 2026 and 2027.

    • Agency for Agriculture, Livestock and Fisheries (ALF) support (subsidy, 8410-442)

      Cg 0 to Cg 400kUp Cg 400k vs 2026

      Reason and notes

Start-up money to set up infrastructure and expand support and services for farming, livestock and fisheries through the new ALF agency. The ministry says the amount will be reduced once the facilities are in place.

All 7 itemised changes, and the plans →
  7. Justice

    Cg 113.8M to Cg 113.8M
    • Gross salaries for vacancies (money for posts not yet filled)

      Cg 4.0M to Cg 2.6MDown Cg 1.4M vs 2026

      Reason and notes

No reason is given for the decrease. The 2027 amount is the budget for recruiting staff into critical positions; Staat B shows it pays for 46 funded vacancies (Cg 2,590,423.74). The table prints the change as -45%, but the figures give about -35%.

    • Customs (cost centre 5350)

      Cg 3.8M to Cg 3.7MDown Cg 56k vs 2026

      Reason and notes

The only department with a printed change (-1.5%). The memorandum gives no reason; the numbers book shows the whole decrease (Cg 55,757) is in Customs personnel costs.

Forecast vs plan

Last year's forecast, this year's plan

Every budget looks a few years ahead. Here is what the 2026 budget expected, set against what this draft now plans.

Last year's budget expected 2027 revenue of Cg 642M and spending of Cg 634M. This draft plans Cg 670.3M and Cg 662.2M. Revenue and spending are both about Cg 28M higher than forecast, so the planned surplus lands close to where last year's budget expected it.

The forecast comes from the multi-year table of last year's budget documents, as shown in our 2026 archive.

“2026” here means the approved 2026 budget, as printed in the 2027 documents. Our 2026 explorer, now in the archive, was built from the 2026 draft before Parliament adopted it. At the level of the totals: revenue matches to the guilder; spending differs by Cg 1,507 (Cg 635,928,363 in our archive, Cg 635,929,870 in the 2027 documents).

The documents print most tables in whole millions or thousands. Where the numbers book gives exact amounts we use those, so a total here can differ from a printed table by a rounding step.

This is a draft. Parliament can still change any figure before it adopts the budget.
